Resolution
Mailings appear in "Needs Approval" or Scheduled mailings under the list from which recipients are chosen.
If a segment is selected from a different list than the mailing was created under, the mailing will only appear in the "Needs Approval" queue or Scheduled mailings if the list from which recipients were chosen is selected.
For example, if a mailing is created under the list Foo, but a segment that pulls members from the list Bar is assigned to the mailing, the mailing will appear under the "Needs Approval" queue for the list Bar.
