Resolution
Either the member is explicitly banned in a "reject" or there is an "always accept" ban located on the list.
You can locate the bans under "Members : Ban Addresses"
An always accept ban means that only the specified member(s) are allowed to join the list, and all others are banned.
After removing the ban, the members will be allowed to join the list.
