Resolution
From the "Summary Statistics" area of the "Report Dashboard" in ListManager, There is a section labeled "Delivery & Tracking Statistics".
Question: Why do the "Delivered", "Soft Bounce", and "Hard Bounce" counts not add up to equal the "Attempted" count.
Answer: The "Attempted" count will also include any retries that were attempted during the mailing. So if a mailing was sent to 10 people but only 8 sent the first time and 2 had retry attempts, The "Attempted" count will show 12 while the other counts may add up to just 10.
